Swan Mountain Road Reconstruction Begins Monday, July 7
SUMMIT COUNTY, Colo. – The full-depth reconstruction of Swan Mountain Road (CR 1) begins Monday, July 7, 2025. The first phase of construction starts just west of the Snake River Water Treatment Plant near Summit Cove and will run to the Lowry Campground entrance.
The Swan Mountain Road speed limit will be reduced to 25 mph at all times starting July 7 through the entire reconstruction process, even when construction crews are not active.
“Replacing Swan Mountain Road is absolutely critical to all of us in the County, and we know it’s long overdue,” said Eric Mamula, chair of the Summit County Board of County Commissioners. “This year, we’re investing more resources than ever into County roads to make a smoother, safer experience for all users.”
Drivers should exercise extreme caution as they may encounter the following construction conditions: uneven lanes with a variation of several inches between them; both packed and loose gravel surfaces; limited to no shoulder; missing segments of guardrails or guardrails of various heights.
Access to the Lowry, Prospector and Windy Point campgrounds and the Sapphire Point Overlook will be available from Farmer’s Korner/SH 9.
Construction on the west side of Swan Mountain Road, from Sapphire Point to Farmer’s Korner, will take place next summer. The entire project is slated to last two to three years, depending on construction timing and weather conditions.
What to Expect
Week 1: July 7-11
Construction work will take place Monday through Friday, 7 a.m.-7 p.m.
Alternating single-lane traffic for at least one mile
Speed limit of 25 mph will be enforced at all times
Road conditions will vary from current state of pavement to uneven gravel
Cyclists must use the Swan Mountain Recpath during construction
All campground traffic, including RVs and cars hauling trailers, must access the Lowry, Prospector and Windy Point campgrounds from the west side (Farmer’s Korner; SH 9) of Swan Mountain Road
Week 2: July 14-18
FULL CLOSURE of both lanes between Summit Cove and Lowry Campground from Monday at 7 a.m. through Friday at 7 p.m. for culvert replacement
The road will remain closed even when construction is not active
Cyclists must use the Swan Mountain Recpath during construction
All campground traffic, including RVs and cars hauling trailers, must access the Lowry, Prospector and Windy Point campgrounds from the west side (Farmer’s Korner; SH 9) of Swan Mountain Road
Every week, Summit County Road & Bridge will assess construction priorities for the following week’s work. Closure times and dates are subject to change at any time. Drivers should follow all posted signage on the route.
