Community Action Plan
Starting in January 2025, the Town of Keystone partnered with graduate students at the University of Colorado-Boulder to facilitate a community engagement and planning process resulting in the development of a Community Action Plan. This partnership was conducted through the Rural Technical Assistance Program (RTAP), bringing together students from the Masters of the Environment (MENV) program, the Colorado Outdoor Recreation Industry (OREC) Office, and Colorado State University (CSU) Extension to enhance economic development in rural, recreation-based communities across Colorado. Over several months, the student team researched the community, met with the RTAP Steering Committee made up of members of the Keystone community, and facilitated a two day public engagement workshop to gain input from the whole community. The result of this process is a two-year focused Community Action Plan with goals and actions for next steps and two years of continued support from CSU Extension to implement the goals of this plan.
