The Keystone Trails and Open Space Advisory Board will have a meeting on July 31, 2025, at 5:30 p.m. at 1628 Sts. John Road, Keystone, CO 80435 in the Council Chambers.

The Town of Keystone conducts hybrid meetings. This meeting will be held in person at Keystone Town Hall and will also be broadcast live over Teams. Background Information

The Trails & Open Space Advisory Board advises the Town Council on matters effecting parks, open space, trails, and other recreation in the Town. 

 

Council Actions/Legislative Details: 

Article IX of the Keystone Town Charter gives the Town Council the authority to create and disband boards, commissions, and committees and confer upon the same such powers and duties as it deems advisable by Resolution or by Ordinance. Given this, all boards, commissions, and committees have legislative actions (resolutions or ordinances) that outline details related to their purpose, establishment,  and membership. 

 

The following are the Council Actions and Legislation that outline the details of the Trails and Open Space Advisory Board:

Establishment:

In October of 2024, the Keystone Town Council established the Trails & Open Space Advisory Board.

 

Purpose: 

The Trails & Open Space Advisory Board advises the Town Council on matters effecting parks, open space, trails, and other recreation in the Town. The following areas of responsibility are outlined for the Trails and Open Space Advisory Board:

  1. Serving in an advisory capacity for the Town Council on issues related to trails, parks, open space, and other recreation areas. 
  2. Promoting and encouraging the development, public awareness, and proper use of open spaces. 
  3. Performing other functions associated with trails, parks, open spaces, and other recreation spaces, as directed by Town Council.

 

Qualifications of Members: 

The members of the Trails and Open Space Advisory Board shall be property owners or residents of the Town of Keystone. No person shall be a member of more than one board, commission or committee at any one time.

 

Number of Members: 

Town Council amended the original ordinance on February 25, 2025, through the passage of Ordinance 2025-O-03, Membership of Boards and Commissions, giving the Town Council the authority to set membership of the board via resolution. On May 27, 2025, with the passage of Resolution 2025-18, Appointing Trails and Open Space Membership, the Town Council set the membership to include 14 regular members and 3 alternate members. 

 

Terms of Members: 

Each appointment shall be for a term of three years unless the appointment is to fill a vacancy. The initial terms of members of newly created boards, commissions and committees shall be staggered and be for either one, two, or three years. 

 

Term Limits: 

No person shall serve more than two consecutive terms on any board, commission or committee; provided that if a person is appointed to fill an unexpired term of another person, that term shall not be considered a term for the purpose of this limitation if the time remaining in the term at the time of the appointment is one year or less.
