Short Term Rentals
In October of 2024, the Town of Keystone took over the licensing and regulation of Short-Term Rentals within the Town boundaries. During the first year of implementation, the Town focused on launching and implementing a functioning licensing and regulation system that followed the same regulations as unincorporated Summit County.
Keystone Town Council passed Ordinance 2024-O-07, Adopting Short Term Rental Regulations on June 25, 2024.This ordinance is fairly similar to the existing code in Summit County. This will provide continuity and allow for an effective renewal period for licenses in 2024. Now that the first busy season of rentals has occurred, the Town would like to do considerable public outreach to determine what changes may need to be made.
Short-Term Rental Listening Sessions

As the Town begins to evaluate Short-Term Rental regulations this year, we want to hear from you. If you're reading this website, we want to hear from you! We're looking for feedback from property owners, renters, property management companies, homeowners associations, and anyone with an interest in the Town of Keystone.
All sessions will follow the same format and can be attended virtually or in person.
Meeting Dates:
Thursday, April 17th, 2025: 5:30 p.m. - 7:00 p.m.
Tuesday, April 29th, 2025: 1:00 p.m. - 2:30 p.m.
Monday, May 5th, 2025: 9:00 a.m. - 10:30 a.m.
Wednesday, May 14th, 2025: 6:00 p.m. - 8:00 p.m.
Additionally, if you are unable to attend the sessions or you'd like an opportunity to provide written comments, we've also developed a survey for community input. Please participate in our survey here.
All of the information gathered at these listening sessions will be consolidated and provided to the Keystone Town Council for review and consideration. This will likely take place at the work session on May 27, 2025.
We expect to open the renewal application process at the beginning of August 2025. All existing license holders will receive an e-mail notification when the process is open.

Yes, you can apply for a new Short-Term Rental license within town limits any time of year. The September 30th deadline is for renewals of existing licenses.
On July 23, 2024, the Town Council is passed a resolution setting the fees for Short-Term Rental Licenses for renewals and new licenses at $285. This is in alignment with the current fees in Summit County for a license in the resort overlay zone.
No. As of September 30, 2024, Short Term Rental properties in the Town of Keystone are no longer be under the jurisdiction of Summit County's regulations.
Yes, electors of the Town of Keystone voted to implement a 2% lodging tax on November 5, 2024. This lodging tax went into effect on January 1, 2025. Click here for more information about the lodging tax.
The Town of Keystone took over enforcement of complaints for Short-Term Rentals within Town limits on October 1, 2024. There are two ways to submit complaints to the Town of Keystone:

No. Beginning, October 1, 2024, licenses for Short-Term Rentals within the Town boundaries of Keystone are administered and provided by the Town of Keystone only.
No. All properties within the limits of the Town of Keystone, fell within the "Resort Overlay Zone". Under the Summit County regulations, there was no cap on the number of licenses in the "Resort Overlay Zone". Keystone has implemented the STR regulations with no cap on the number of licenses.
No. The Town's regulations may be different than your Homeowners association (HOA), but that does not mean they supercede your HOA's rules. When you apply for a license, you sign off that you have reviewed your HOAs policies as well.
