Town of Keystone Short-Term Rentals

Background:

In October of 2024, the Town of Keystone took over the licensing and regulation of Short-Term Rentals within the Town boundaries. During the first year of implementation, the Town focused on launching and implementing a functioning licensing and regulation system that followed the same regulations as unincorporated Summit County. 

 

Keystone Town Council passed Ordinance 2024-O-07, Adopting Short Term Rental Regulations on June 25, 2024.This ordinance  is fairly similar to the existing code in Summit County. This will provide continuity and allow for an effective renewal period for licenses in 2024. 

 

2025-2026 Updates:

Following the first busy season of rentals, the Town conducted a public outreach campaign related to Short-Term Rental licensing, regulations, and enforcement. The Town hosted four listening sessions to receive feedback from the public. These sessions were both in person and virtual and were hosted over a 3-week period, with some sessions being held during the day and others in the evening. 

 

Based on the public feedback received, the Town Council passed Ordinance 2025-O-14, Amending the Short-Term Rental Code. 

 

This ordinance will lead to the following changes:

  • Require submission of a parking diagram with each license application for single family, duplex, and town home units.
  • Require submission of direct contact numbers.
  • Require a parking pass be provided upon check-in for every allowable parking space with the address or unit number of the property printed on it.

 

2025-2026 Renewal Period has Closed

The renewal period has closed and Town staff are currently reviewing and finalizing all renewal application materials. If you applied for or renewed your Short-Term Rental license in 2024 with the Town of Keystone, then your license expired on September 30, 2025. If you missed the renewal period, please reach out to Town staff for as soon as possible to determine how to get in compliance.

STR Toolkits Launching this Fall

After submitting your renewal license or new license application, all STR owners or registrants will receive an e-mail in November with helpful tips & tricks for navigating the Town of Keystone's Short-Term Rental regulations. This will include the Town's updated Good Neighbor Guidelines, which are required to be displayed in every unit, as well as additional tools and information that will provide some helpful tips from other community members. After the 2025-2026 renewal period closes, these toolkits will also be uploaded to our website for all members of the public to access.

The renewal application process will open on September 1, 2025. All existing license holders and their registrants will receive an e-mail notification when the process is open. 

Visit our online licensing system to apply for a new license any time. The process is pretty simple and should take around 10 minutes. 

On July 23, 2024, the Town Council passed a resolution setting the fees for Short-Term Rental Licenses for renewals and new licenses at $285. This fee remains the same for 2025-2026 renewals.

 

 

 

No. As of  September 30, 2024, Short Term Rental properties in the Town of Keystone are no longer be under the jurisdiction of Summit County's regulations. 

Yes, electors of the Town of Keystone voted to implement a 2% lodging tax on November 5, 2024. This lodging tax went into effect on January 1, 2025. Click here for more information about the lodging tax.

The Town of Keystone took over enforcement of complaints for Short-Term Rentals within Town limits on October 1, 2024. There are two ways to submit complaints to the Town of Keystone:

  2. Call our Short-Term Rental complaint hotline at 970-486-3010

The more details and relevant pictures or information you are able to share with the hotline, the more effectively we are able to enforce the Town’s Short-Term Rental regulations.

No. Beginning, October 1, 2024, licenses for Short-Term Rentals within the Town boundaries of Keystone are administered and provided by the Town of Keystone only.

No. The Town's regulations may be different than your Homeowners association (HOA), but that does not mean they supercede your HOA's rules. When you apply for a license, you sign off that you have reviewed your HOAs policies as well. 

No. All properties within the limits of the Town of Keystone, fell within the "Resort Overlay Zone". Under the Summit County regulations, there was no cap on the number of licenses in the "Resort Overlay Zone". Keystone has implemented the STR regulations with no cap on the number of licenses.
